1.Integrated Urban Environment Control

The integrated urban environmental treatment in the provincial cities has been deepened in 2002. Guangzhou is also promoting the creation movement ofGreen Community .

Investment for integrated urban environmental treatment has been continuously enlarged, mainly in the form of urban environmental infrastructure construction investment. The investment for provincial environmental protection ability construction has reached 448 million Yuan, 53million more than last year, including an investment for environmental monitoring system of 158 million Yuan.

2. Blue Water Project

Keep on pushing, supervising the implementation and tracing management of < Blue Water Project >. Since the announcement and implementation of < Blue Water Project > 5 years ago, has invested 7 billion Yuan and has finished 60 projects, with 49 Pear River Basin item, with investment of 6 billion. Because of the successful implementation of the <Blue Water Project>, the water quality of the major rivers in Guangdong is in good quality, and improvement also occurred in serious polluted river, like Xiao Dongjiang, DanshuiRiver and Pearl River Guangzhou section. The East GuangdongThree River (Han River, RongRiver, LianRiver)water pollution control project has began. July, provincial government held the pollution controlled working meeting of East Guangdong, and detail arrangements has been settled. The water quality issue of East Guangdong can be solved hopefully.

8th-9th,October 2002, the provincial CCP committee and provincial government held the pollution controlled working meeting of Pearl River in Guangzhou, and asked to live up toSee obvious improvement in 1 year, no more dark and smell in 3 years, the river water become clean in 8 years . The Guangdong EPB started to issue the monthly report of provincial major river water quality, and decided to issue the river water quality weekly report from 1st January 2003

Speed up the construction course of urban sewage treatment plants. <Notice about development suggestion on promoting urban sewage and rubbish treatment industrialization > from Nation Planning Committee, MOC and CEPA is being reissued together by the Guangdong EPB, Guangdong Planning Committee, Guangdong Construction Bureau and the Price Bureau. Shenzhen, Foushan and Chaozhou cities have implemented theBundle Operationof water and sewage treatment, carried out a united management and operation in water supply and sewage treatment. Zhuhai city used the TOT and BOT method instead of the government undertake all investment and construction method, greatly quicken the construction path of urban sewage treatment facilities.

3. Blue Sky Project

The pollution emission registration system for application and changes is still undertaking. 2002, the provincial industrial desulfurization is 13.3%, a bit higher than last year; rate of soot removal is 97.51%, dust removal is 91.4%, balanced with last year's data.

The meeting of sustainable development and environmental protection cooperation group of Hong Kong and Guangdong is held in Hong Kong. “United declaration of improving the air quality of Pearl River Delta” is announced together by the Guangdong and Hong Kong government. The special group for managing and supervising the air of Pearl River Delta is set up and the first meeting is being held.

Assisted the Provincial NPC in the inspection of the implementation status of <Air Pollution Control Law> in Guangzhou, Foushan and Qingyuan cities. In local administrative, we started to operae the new<air pollutant emission limit standard> from 1st of January, and in the mean time organized 6 terms of standards training course through out the province

Keep on going on the instruction and examination work of urban dust control region and construction of noise standardize region, enhance on the management work of the automobile tail-gas emission. The overall provincial urban air quality has been improved, compared with last year's data.

4.Solid Waste Management

Further strengthen the management of solid waste, organized and write<The Pollution Control Planning of Guangdong Solid Waste> and appeared to the provincial government. Emphasized in the promotion of recycle and minimize, non-hazardable of solid waste. Enhance in the supervision degree in provincial solid waste recycle and reused key region, and solved the environmental pollution problem caused by the old and waste material demolished in Qingyuan Long tang Town on time. July, the provincial government has held the East Guangdong environmental pollution control meeting, and has put forward the request of the provincial solid waste control work, make detailed arrangement and ask for general reorganization in the demolishment industry.

Being approved by CEPA, the Guangdong Urban Radiation Storage started operation in December 2001. 5.Environmental Science and Technology

Besides, the supervision and management of Environmental Science and Technology developing projects that are undergoing is strengthened.

Active in the promotion of recognition system of environmental qualification, strengthen in the management of environmental industry market standardization. Keep on with the examination of environmental engineering design qualification, has approved and issued 16 environmental engineering design certificates (Grade C) in 7 terms, recommended 6 Grade B and 12 companies for operation qualifications of environmental protection facilities. This made great help in standardized the provincial environmental industry market, guaranteed the design quality of environmental project. Keep on with the cognizance of national environmental label products, has examined and reported 56enterprises for its application of environmental label products. Till December, among the 400 company with national I certificate of environmental label, Guangdong has 100 of them; Guangdong EPB has been awarded theOrganization Prize of China Environmental Label , issued by the China Environmental Label Products Cognizance Committee.

Being active in the promoting of Guangdong Cleaner Production action. According to the <Cleaner Production Promotion Law of PRChina>> issued by the 9th NPC Standing Committee, the Guangdong economic committee, science and technology bureau, and EPB have issued together the first 11 production technology supporting enterprises, so as to speed up the implementation path of cleaner production. In the mean time, based on the free will of the companies, being recommended by city authorities and approved by Guangdong EPB, the first 55 companies have been approved as the experimental enterprise of cleaner production.

6. Environmental Protection Industry

The environmental industry has been enlarged in year 2002. In the management of the environmental engineering design certificates, up till now, 5 companies have environmental engineering design certificates (Grade A), 43 with environmental engineering design certificates (Grade B), and 88 with environmental engineering design certificates (Grade C), 8 companies from other provinces with environmental engineering design certificates (Grade A) have put on records in Guangdong EPB. On the first half year, Guangdong EPB has accepted applications from 28 companies, approved 16 Grade C, recommended 6 Grade B; on the second half year, accepted 20 applications, approved 7 Grade C, recommended 2 Grade A.As in the management of operation qualifications of environmental protection facilities, 56 firms have obtain the operation qualifications of environmental protection facilities up till now.

7.Construction of Legal System

New progress has been made in the provincial environmental legislation. <Water Quality Protection Regulation of Guangdong Dong Jiang River System> has been approved by 32nd meeting of the 9th Provincial NPC Standing Committee and has publicized to be implement. <Regulation of Guangdong Environmental Protection>, < Regulation of Guangdong Solid Waste Pollution Control> has appeared to the provincial government foe approval; The Shenzhen Municipal Government has issued the <Environmental Management Measurements for Service Industry in Shenzhen Economic Special Zone>, and started implementation from 1st March 2003. In order to meet the requirements for entering WTO, we organized forces to straighten out the current 7 local environmental laws, 10 government regulations and 68 other policies, and have suggested reviewing 2 local laws.

Strengthen the degree in environmental law enforcement and supervision. September, cooperated with provincial NPC Standing Committee, organized the examination of environmental law enforcement in Guangzhou, Foushan and Qingyuan, focused on the protection of air pollution and the enhance of city rubbish management, checked the enforcement situation of <Air Pollution Control Law> and <Solid Waste Pollution Control Law>. EPB of different level in the provincial have gone deep into the carried out of the spirit of the National 5th Environmental Meeting, paid full attention in checking the illegal action strictly, and to keep the pollution within limits. Till November, provincial EPB has direct checked and punished 26 environmental illegal cases, and has decided to fine 22 of them, with the fine of 1.10 million Yuan. In the mean time carried outthe self-check among the administration and law staffs, so as to standardize the enforcement behaviours of the staffs.

Active in the transaction of environmental proposals, suggestion and overtures. In the whole year, we have accomplished 23 environmental proposals and suggestion put forward by delegation of the 5th meeting of the 9th the provincial NPC; transacted 22 environmental overtures put forward by the delegation of the 5th meeting of provincial C.P.P.C.C. In 2002, the Guangdong EPB has been awarded theExcellent unit in transacting CPPCC overturesandExcellent unit in transacting the 5th meeting of the 9th the provincial NPC suggestion .

Carried out the propaganda and education of law and regulation. Held the lecture of <Entering WTO and the Environmental Legislation of China> to introduce the knowledge of WTO and the measure and countermeasure in environmental legislation; coordinated the provincial human resource bureau in the WTO knowledge training for most of the department staffs in bureau; organized the administration law training courses to newly law enforcement staffs, specially those who applied for <Administration Law Enforcement License > ; organized the training of construction project environmental protection management law and regulation, such as the <Environmental Impact Appraise Law>.

8.Environmental Propaganda and Education

Through all kinds of news media, the key works are being propaganda, such as the spirit of the symposia of central population-resource-environment work, the 5th National environmental protection meeting and theten-fifthenvironmental protection planning; the specialize action of severe investigation of environmental illegal action; the creation of national environmental protection sample city; the open of environmental government affairs; the integrated environment control of Pearl River; Water pollution control and solid waste control of East Guangdong ;blue water projectandBlue Sky project . Keep on organized and carried out theenvironmental protection century march in South Guangdongand the activity ofmonth of environmental propaganda .

Strengthen the environmental education. 265 Green School ,Green Kindergartenhas been named in the whole province, which greatly promoted the environmental education work in elementary schools, middle schools and kindergarten. The reform in provincial environmental protection school is being deepened; the education quality has been improved constantly.

9.Management of radiation environment

The management of radiation environment has been strengthened. 11. Environmental protection investment

The environmental protection investment for 2002 is 28.845billion Yuan, 4.598 billion more than last year. The environmental protection investment stands 2.47% of GDP, including 4.650billion Yuan in pollution source treatment, which is 1.097 billion Yuan less than last year; 19.609 billion Yuan in integrated urban environment control, which is 1.671 billion Yuan more than last year; 604 million Yuan in environmental management, which is 94million Yuan less than last year; 85.35 million in technology, 32.79 million more than last year.

12. Construction of organization

Year 2002, 21 municipal EPB of provincial regional grade cities have been strengthen at large through organization reform; According to the suggestion given by the provincial authorization department about the establishment of county EPB organization, part of the county EPB has combined with construction bureau and formed environmental protection and construction bureau, and independent environmental protection organization have been established, the establishment of county EPB organization has been strengthen. Enhance training work, the provincial 1stCity Construction Training Course for Head of Central townand theProvincial 6th City and Town Construction Dissertation Study Class are being held together with relevant departments; the environmental protection staffs are being organized to attend all kinds of training course, seminar, so as to improve the quality of environmental protection staffs.
