Environmental Protection of Guangdong Province

Total discharge of provincial wastewater is 5.114 billion tons, a bit higher than last year. Industrial wastewater discharge is 1.128 billion tons; urban and towns sewages discharge is 3.986 billion tons, a bout 77.94% of the total discharge. In the industrial wastewater, there is 216.1 thousands tons of COD, which is 23.9% fewer than last year; discharge of venomousness pollutants (cyanide, arsenic, mercury, lead, cadmium, sexavalent chrome, volatile hydroxybenzene) is 92.85tons, 30.76% fewer than last year; oil discharges is 900tons, 1% fewer than last year; ammonia-nitrogen discharges is 8.6 thousands tons.

The emission of provincial industrial waste gases is 945.556 billion mN3, 3.57% more than last tear; emission of sulfur dioxide in waste gases (including non-industrial section) is 973.1 thousands tons, 7.56% more than last year. Among them is 934.5tons of industrial emission, stands 96.03%; industrial soot emission 182.4 thousands tons, 31.045 fewer than last year; industrial dust emission is 358.6 thousands tons, which is 39.29% fewer than last year.

The production of provincial solid waste is 31.303 million tons, including 11.40 million tons of domestic rubbish (with 11.126 million tons of rubbish being disposal), stands 36.42% of the total amount; production of industrial solid waste is 199.03 million tons, 17.4% higher than last year. Among it, hazardous waste solid is about 524.9 thousands tons, 2.63% fewer than last year.

There are 9479 set of waste gas treatment facilities through out Guangdong, with a treatment capacity of 650.5163 million mN3 (desulfurization ability is 90.27ton/hour), the rate of desulfurization is 12.04%. Attainment rate for industrial wastewater discharge is 81.75%, which is 16.9% higher than last year; treatment rate of industrial wastewater higher than last year.

As for the attainments examination of industrial pollution sources, all the provincial regional grade cities have completed the attainments examination work of industrial pollution sources in each popedom, by the end of March 2001. Guangzhou, Shenzhen, Zhuhai, Shantou, Zhanjiang and Zhongshan have achieved the tasks of "Double Attainments", as for cities listed as national environmental protection key cities, have all fulfilled the attainments of functional region.

In order to master the changes of enterprises after attaining the standards, Guangdong has carried out the registration of pollutant discharge declaration and changes, with 200 as the basic year. Delivered forms for pollutant discharge declaration and changes over 40 thousands, issued pollutant discharge license more than 10 thousand. All of these helped to establish the fundamental for the dynamic management of industrial enterprises.

49 pollution and destroy accident occurred through out the province, which is 78 fewer than last year. 39 of them are water pollution accidents, which is 53 fewer than last year; 9 of them are atmospheric pollution accidents, which is 21 fewer than last year; 2 of them are big pollution accidents, which is 2fewer than last year; 17 of them are bigger pollution accidents, which is 26 fewer than last year; 29 of them are average pollution accidents, which is 49 fewer than last year.

Direct economic loss caused by pollution accidents is 672.4 thousands Yuan, which is 1258.2 thousands Yuan fewer than last year; Crops damaged area is 472783.9 m2, which is 7520299.7 m2 fewer than last year. Polluted fishpond area is 155302.5 m2, which is 745243.3 m2 fewer than last year.

In River section of 19 provincial regional grade cities (excluding Zhanjiang and Shanwei, for they have no river section gone through city.), 7 river section's water quality have reached the request o<Environmen-tal Quality Standard of Ground Water>(GHZB1-1999), stands 36.8% of the examination sections, 5.3% lower than last year's data. Water quality of urban river sections is mainly in the category of grade V and IV. Dongjiang river Heyuan urban section and Hanjing river Chaozhou urban section are of excellent water quality, belongs to grade I and stands 10.5%; 4 river urban sections are of good water quality, belongs to grade II and stands 21.0%; 5 river urban sections are of average water quality, belongs to grade IV and stands 26.3%; 2 river urban sections are of bad water quality, belongs to grade IV and stands 10.5%; 6 river urban sections are of worse water quality, belongs to bad grade V and stands 31.6%, they are Pear River Guangzhou urban section, Shenzhen River Shenzhen urban section, Foushan watercourse Foushan urban section, Xiao Dongjiang River Maoming section, Dongguan canal Dongguan urban section and Nanshan River Yunfu urban section. Urban river sections of the large rivers main stream still remain excellent water quality (grade I-II). Urban river sections of worse water quality (grade V-bad V) mainly concentrated in the Pear River Delta. Water quality that is beyond standard appeared obvious features of domestic and agricultural organic pollution, with major pollution index is NH3-N, secondly are aerobic organic compound and oil. Compared with last year, number of river section reached standards are 5.3% less, water quality of river sections meet request of or better than grade III is 10.5% less. The tendency of pollution degree of urban river section going worse has not been remission.

Provincial average value of environmental noise equivalent sound level in urban region is 54.8dB(A), 0.3dB(A) fewer than last year, meet the request of national standard for daytime regional environmental noise (category No. 1:residential district and educational district). The structure of noise source are still mainly domestic and traffic noise source, each stands a percentage of 59.7% and 19.8%.

Provincial average value of traffic noise equivalent sound level in urban roads is 63.8dB(A); 0.3dB(A) fewer than last year, the annual average value of all cities is within standards. Provincial Length of road which urban road traffic noise has exceeded standard stands 24.1% of the total monitored road length, which is 5.3% lower than last year.

In the provincial average value of environmental noise equivalent sound level of urban functional region, the percentage of exceeding standards is 23.5%; percentage of urban regional noise that exceeded standard of comparable cities is basically equal with last year's data. Among the functional region, percentage of exceeding standards is relatively high in region of category No. 4(both sides of main traffic lines) and No.0(recuperate district, luxury villa, hotels), while in region of category No. 3 (industrial district) is lowest.

In the 59 provincial controlled river section in Guangdong, 31 of them meet the request of standards, stands 52.5%, 6.7% higher than last year. Water qualities of rivers are mainly belongs to grade II. 6 river sections are of excellent water quality, belongs to grade I and stands 10.5%, they are Heyuan section of Dongjiang River, Zengjiang River Liuxi River, Qinjiang River, Chaozhou section of Hanjing River and Xixi River; 23 river sections are of good water quality, belongs to grade II and stands 40.0%; 2 river sections are of fair water quality, belongs to grade III and stands 3.4%; 11 river sections are of average water quality, belongs to grade IV and stands 18.6%; 7 river urban sections are of bad water quality, belongs to grade V and stands 11.9% ; 10 river urban sections are of worse water quality, belongs to bad grade V and stands 16.9%, they are Nanshan River, Longgang River, Pingshan River, Foushan watercourse, Dongguan canal, Pear River Guangzhou section, Shenzhen River, Nianjiang River, Xiao Dongjiang River Maoming section and Xiao Dongjiang River Zhanjiang sections. River sections are of excellent to good water quality, are the mainstream of big river and the main watercourse in Pear River Delta, such as East River, West River, North River, Meijiang River, Hanjiang River, Moyangjiang River, and Tanjiang River. River sections that integrated pollution index and water pollution that have been increased are Foushan watercourse, MeixiRiver and Xiao Dongjiang Zhanjiang section. Water quality of other river sections has no obvious changes.

There are Guangzhou, Shantou and Zhanjiang 3 cities of Guangdong, which separately monitored the river mouths' water quality of PearRiver, HanjiangRiver and JiuzhouRiver. All the water qualities of river mouths are beyond standards and the main pollution index is NH3-N. Compare with last year, river mouth water pollution of PearRiver and Jiuzhou Rive have been decreased, while mot much changes in the river mouth of HangjiangRiver.

There are Shenzhen; Zhuhai, Zhanjiang and Yangjiang 4 cities of Guangdong monitored the water quality of near-coastal sea region. All the urban sections, water qualities are beyond standards, except that of Yangjiang is within standards. Main pollution index of sections beyond standards are inorganic Nitrogen and phosphate. Compared with last year, Water pollution of Zhuhai section has been decreased, while not much changes in Shenzhen, Zhanjiang and Yangjiang sections.

Water quality of Xin Fengjiang Reservoirs keep stable, and has attained the water quality standard of grade I, are excellent water. All annual average values of monitoring index of Hedi Reservoir have attained standards, belongs to grade II. Water quality of Gaozhou Reservoir and XinghuLake are beyond standards, belongs to grade IV, exceeding items are total Nitrogen and total Phosphor. Compare with last year, water pollution of Hedi Reservoir has been decreased while that of XinhuLake has increased, and not much changes in Gaozhou Reservoir.

The area of provincial forestry lands is 10.233milliom hectares, the area of woodlands is 7.089 million hectares and the area of ecological commonweal woodland is 3.573 million hectares, which stands 33% of woodlands area. In the whole year, had completed the forest plantation on deserted mountains and deserts, renovation of traced land and reconstruction of low-productive woods area 220.83 thousands hectares, among that, area of forest plantation on deserted mountains and deserts is 32.35 thousands hectares, the increasing rate is 88.4%; the annual defending forest completed area is 53.29 thousands hectares, the increasing rate is 29.8%. Number of voluntary tree planted is 98.7716 million trunk, increased 17.1%. Forestry coverage is 56.9%, balanced with last year. In the whole year, number of forest fire occurred is 1677 times, among that is 40 times fire alter, normal forest fire 127 times, overshoot area is 2525 hectares, suffered injured forest area 965 hectares.

Provincial plantation area is 3125 thousand hectares, basic farmland conservation area is 2846.7 thousands hectares balanced with last year. In the same year, the area of soil erosion control is 400 km2. By the end of the year, there is still 11120 km2 of soil erosion area. The same year, re-cultivate area of mining lands is 1859.2 hectares, about 40.7% of the promised re-cultivate lands.

Greenery coverage of urban construction region is 32.52%, 0.5% lower than last year; percentage of greenbelt in urban construction region is 29.96%, 0.5% higher than data of last year; the average urban public greenbelt per person is 7.74m2(including agriculture population), 18.9% higher than that of last year.

The situation of provincial radiation environment management, nuclear power station emergency and the surrounding Radiation environment of nuclear station are fairly good. 2 sets of generator of Da Ya-wan nuclear station are working well; the annual emission of emission is lower than the national stipulated limit. Among them, annual emission limit for inert gases is 1.36%, iodine stands 0.15%, halogen + aerosol stands 0.18%, liquid emission stands 0.4%. Production of solid wastes is 133.22 m3 , which is 28.5% lower than last year. This is the best level ever since the station started operation.

From the 9 sub-stations of γ radiation monitoring system for nuclear stations' surroundings showed that the gaseous emission of nuclear station has not found any obvious affection done to the surrounding environment. In the sample of aerosol and settlement, no sight of artificial radio nuclide is detected, content of natural radio nuclide and cosmic radio nuclide and total βlevel are in the fluctuation range of background value.

In the terrene media( including non-cultivate land, terrestrial life-form, reservoir water, drinking water), besides the natural radio nuclide 238U、232Th、226Ra、40K, cosmic radio nuclide 7Beand minimum amount of artificial radio nuclide 137Csand 90Sr are detected, no sight of other artificial radio nuclide is monitored. The above radio nuclide content and total βlevel are in the fluctuation range of background value.

Deepen in the construction of ecological demonstrative region, ecological demonstrative village (town, farm, garden). Shixing, Liannan, Nanao, Jiexi, Xuwen have become d national ecological demonstrative region experimental units, which mean that there are 11 cities and counties have become experimental units. 56 units in Guangdong applied for "Guangdong Provincial Ecological Demonstrative village (town, farm, garden)", is twice of year 2000,36 of them have passed the examination. Till now, Guangdong has setup 67 ecological demonstrative villages (towns, farms, gardens).

Prophase work of provincial ecological investigation, planning of ecological function region, planning of ecological conservation has been started. Assisting CEPA in holding "International workshop of in break of exotic species and protection of biodiversity" and the "Workshop of medium-large scale breeding wastewater treatment and integrated usage of firedamp and commercial development". Organized and fulfilled the investigation report on scaled breeding farm pollution source. Supervised the environmental protection management of near-coastal sea region, carried out the checking and summarized of coastal cities and counties management in near-coastal sea region. Also optimized the station distribution for monitoring near-coastal sea region environment. Organized and fulfilled the investigation of the direct pollution influx to sea.

Ten-Fifth" Plan of Guangdong environmental protection is an important part of provincial economy and development plan, is one of the ten key specific plans in Guangdong Ten-Fifth" Plan. 14th June 2001, Guangdong provincial government has issued <Notice on issuing Guangdong Provincial Environmental protection "Ten-Fifth" Planning>, asking regional grade cities, Shunde, relevant units of Guangdong government to carry out.

According to the environmental protection situation and requests of Guangdong"Ten-fifth", Guangdong EPB has formulated <Guangdong "Ten-fifth" Construction Planning of Environmental Management Technology Ability> in time, and has been approved by the provincial government. It has been issued to each cities and counties, provided a guide and guarantee for improving the provincial environmental management technology ability.

Keep on deepen the integrated urban environmental treatment. August, Organization Department of Provincial CCP committee and Guangdong EPN issued together <Actual Achievement Examination in Environmental Protection of Cities and County Leaders of Party and Administration>, through the implementation of actual achievement examination, enhance the responsibility of local leader; strengthen the idea of environmental awareness and sustainable development; improved the integrated decision ability of environment and development; enlarged the scale in integrated environmental treatment and ability construction; promoted the unified supervision and coordination between party, government and departments; formation of public participant and improvement in environmental quality. In the recognition of local CCP committee and government, provincial integrated urban environmental treatment. And all kind of environmental protection examinations have been promoted. The degree of integrated urban environmental treatment and environmental investment of local administration has been enlarged; investment for provincial environmental ability construction has reached 395 million Yuan, 1.36 times of year 2000. In it, investment for construction of environmental monitoring system has been doubled, provided a strong guarantee for environmental supervision. Urban greenery, beautify and treatment of both banks is one of the features of Guangdong integrated urban environmental treatment. Urban environmental quality has been improved. Guangzhou has awarded the title of "China Human Residential Awards " and "International Garden City"; Huizhou City has passed the examination of CEPA's examination group for established "National Environmental Protection Sample City", has been formally named as the "National Environmental Protection Sample City", and it's the fifth National Environmental Protection Sample City of Guangdong; Shenzhen urban environment has changes greatly as it applied for the "Global Top 500".

Gaoyao, Puning, Lainzhou, Yingde, Xinyi, Chaoyang, Gaozhou, Chenghai, Zengcheng, Luoding , Xingning, Lufeng, Leizhou, Sanshui, Wuchuan, Lechan and Yangchun (parataxis) , Nanxiong.

Completed the planning of provincial main river water quality protection. Water quality protection planning of Dongjiang River, Tanjiang River, Hanjiang River, Jiujiang River, Jianjiang River, Rongjiang,river, Nianjiang River, Moyangjiang River, West river have been approved by the provincial government and put into implementation. Water quality protection planning of North River has send to provincial government for approval, and Water quality protection planning of NanduRiver is also finished.

On the basic of water quality protection planning of above rivers, Guangdong EPB has finished the <Countermeasure of East Guangdong Water Pollution Control>, and has been approved by the provincial government.

Big progress has been made in serious polluted key river basin, regional water pollution control. After the implementation of Xiao Dongjiang, Danshui river water pollution treatment plan, this year provincial government has approved<Integrated Water Pollution treatment plan of Fengjiang River >, <Integrated Water Pollution treatment plan of Shima River > and <Notion on further implementation of [Regulations of Water Quality Protection in Guangdong Pearl River Delta] >. Integrated water pollution treatment plan of Dongguan Channel and integrated cross-regional water pollution treatment plan of Guangzhou, Foushan are under planning. Fenjiang River of Foushan, Tianshan River of Jiangmen, Shiqi river of Zhongshan, and Pearl River Guangzhou section have made great progressing treatment according to <Blue Water Project of Guangdong Province >. Listed in the treatment list, HuizhouWestLake has improved its water quality and ecology, after years of hard work. ZhaoqingXinhuLake has controlled its exasperated trendy in water pollution. Keep on with the water quality protection of Dongjiang water system. Completed the annual usage plan of Dongjiang water quality protection funding and supervision of relevant treatment projects. At the beginning of 2001, provincial government issued <Noticeabout strengthen the protection of Dong-Shen Water quality> and < Integrated Water Pollution treatment plan of Shima River >，the protection of Dongjiang water quality has been enforced. Kept on with the removal scatter pig farms. Promoted the watercourse emergency project and domestic wastewater treatment plant, March 2001, Guanlan River watercourse emergency project has put into operation, Shenzhen Guanlan town is constructing a wastewater treatment plant of treating 60thousands tons of wastewater per day. There will be another 50 firms fulfilled the request of constructing domestic wastewater treatment facilities.

Speed up the implementation of < Blue Sky Project of Guangdong Province>, strengthen the tracing management of the plan. In the 160 items now, has finished 95 of them, which stands 59%, 19 of them are undertaking, has invested 1.77 billion Yuan.

Enhance the management of automobile emission. Guangdong EPB and Guangdong Police Bureau issued <Notice about strengthen the supervision and testing of automobile emission>, recovered the road examination of automobile emission. In the mean time, normalize the section of leaving factory, annual check, picking test and recheck. Carried out the position training of automobile emission testing staffs, and the submitting examination of automobile emission road check and recheck spot, issued <Guangdong automobile emission pollutants testing certificate>. The No.109 cases of the 8th C.P.P.C.C, held by EPB, is one of the key cases of 2001 provincial C.P.P.C.C.

Environmental Propaganda and Education

Management of radiation environment

Held the third meeting of provincial nuclear management committee, basically complete the formulation of <Guangdong Nuclear Power Station/ Linao Nuclear Power Station Accidents Out-site Emergency Plan>. To cooperate with the first loading of Linao Nuclear Power Station, held the 4th nuclear power station accidents out-site emergency rehearse, with more than 3000 people attended. Hundreds of car and ship, thousands of equipments have been used, rehearse lasted for 6hours and 20mimnutes, basically cover all aspects in an emergency plan. The environmental protection investment for 2001 is 24.247billion Yuan, 35.73% higher than last year. The environmental protection investment stands 2.30% of GDP, including 5.747billion Yuan in pollution source treatment, which is 332 million Yuan more than last year; 17.938 billion Yuan in integrated urban environment control, which is 3.261 billion Yuan more than last year; 510 million Yuan in environmental management, which is 46million Yuan less than last year; 52.56 million in Technology, 26.08 million more than last year.

Has set up "Specialize Fund for Guangdong Provincial Water Pollution Control", with an annual investment of 20million Yuan in recent years, focus in the water pollution control of east Guangdong and other poor economic developed regions. This is another action in pushing river basin or regional water pollution control project since Dongjiang River Project; it is designed with planning base, complied with laws and regulations and guaranteed with financing.

Year 2001, 21 municipal EPB of provincial regional grade cities have been strengthen at large through organization reform; Independent environmental protection organization have been established in county grade cities and most of the counties, part of the county EPB has combined with construction bureau and formed environmental protection and construction bureau.
