Done the basic information investigation of Guangdong environmental protection industry. There are 1564 firms in Guangdong that go into environmental protection industry, having staffs 251553 people. The gross industry product is 17.69335 billion Yuan, standing the fourth place in China according to scale.

Successfully held the 4th Guangzhou International Environmental Protection Technology and Products Exhibition, with more than 150 companies from Germany, Japan, Australia, Korea and China attended the exhibition.

Has approved and issued 26 environmental engineering design certificates (Grade C). By the end of 2001, 5 companies have environmental engineering design certificates (Grade A), 44 with environmental engineering design certificates (Grade B), and 76 with environmental engineering design certificates (Grade C). Keep on with the application of operation qualifications of environmental protection facilities, authentication of environmental symbolic products and cognizance of environmental protection products. 22 firms have obtain the operation qualifications of environmental protection facilities issued by CEPA, 12 have obtained authentication of environmental symbolic products; 1 product of 1 firm has obtained the national grade cognizance of environmental protection products.

The construction planning guideline of Nanhai National Ecological Industry Demonstration District (it is also the Huanan Environmental Protection Technological Industry District) has passed the judging of CEPA, and been agreed to set up.

Construction of Legal System

The Environmental legislation and policy research have made new progress. The <Regulation of Protecting Guangdong Hanjiang River Basin Water Quality> has been discussed and approved by 22nd meeting of the 9th Standing Committee of Guangdong Provincial NPC, and implemented from 1st March 2001; <Management Means of Guangdong Provincial Radioactive Waste Solid> has been approved by No. 63 meeting of the 9th Standing Committee of Guangdong Provincial Government, and implemented from 1st June 2001; < Management Means of Guangdong Provincial Pollutants Discharge License > has been approved by provincial government, and issued through Guangdong EPB to all cities and counties. Organized and finished the investigation of <Regulation of Guangdong Provincial Environmental Protection> and edition of specific reports; sketch out the < Guangdong Provincial Implementation ways of [The Waste Solid Pollution Control Law of People's Republic of China]>, carried out the < Waste Solid Pollution Control Planning of Guangdong Province>. December 2001, <Regulation of Guangdong Provincial Environmental Protection> has send to provincial government for judging. The edition and publication of<Handbook of Guangdong Provincial Environmental Protection Government Affairs>, give instruction and promotion in further standardization and enhanced provincial environmental protection work.

Straighten out the current local environmental legislation, regulation and criterion documents, gave amend suggestion to < Guangdong Provincial Implementation ways of [The Waste Solid Pollution Control Law of People's Republic of China]>,< Regulations of Water Quality Protection in Guangdong Pearl River Delta >,< Regulations of Guangdong Nuclear Power Station Environmental Management >,< Detail rules of Funding Usage Of Guangdong Dongjiang River System Water Quality Protection > and<Environmental Protection Management Criterion for Guangdong Import Waste Solid >. Gave abolished suggestion to <Management Means of Guangdong Town Enterprises Environmental Protection > and <Implementation Ways of Guangdong Carried Out the National Emission Standards for Automobile emission>, and they are abolished by the No.69 order of Guangdong provincial government, 27th December 2001.

Strengthen the degree of executing the law. Assisted the provincial NPC inspecting group of environmental law execution, gave detail checks in Foushan, Shenzhen, Shantou, Jieyang, Maoming And Zhanjiang. Focus on the water quality of DongjiangRiver, HanjiangRiver, RongjiangRiver, NianjiangRiver, JianjiangRiver, and also focus on the river basin pollution control of FenjiangRiver, ShenzhenRiver, XiaoDongjiangRiver, LonggangRiver and river bank of XinyiCity. They inspected 31 firms and wastewater plants.

Strictly organized provincial special action to punish environmental illegal action. Special action lasted for 2 months.31067 people have called out into action, checked 1687 firms, including 591 cases put on record for punishment. Punished 266 firms for illegal actions, penalty of 1.513 million Yuan, and reached term aims. Confirmed the progress of "One control double attainments", solved long-term pollution problems that have been complain for many times.

Fulfilled the work of closing case for the environmental cases submitted by the representatives of 8th provincial NPC and C.P.P.C.C.45 cases from provincial NPC closed in time. Including suggestion from NPC 22 cases, 22 cases from provincial C.P.P.C.C., and 1 case from the C.P.P.C.C case office. The No.109 cases of the 8th C.P.P.C.C, held by EPB, is one of the key cases of 2001 provincial C.P.P.C.C.

According to the CEPA <Carried out checking of the implementation of<Statistic Law> and the "Notice from two Office"> and the requests of Guangdong Statistic Bureau's <Notice about Carried Out Checking about the Execution of Statistic Law>, Guangdong EPB carried out a checking on the execution of environmental statistic through out the province.

2001, 4814 cases has been executed administrative punishment, accepted 30 environmental reconsidered cases, 10 closed administrative suite case.
